PROFESSIONAL ENVIRONMENTAL ASSOCIATES (PEA) is a multi-disciplinary environmental consulting firm, with staff expertise in both human and natural resources. PEA offers a full range of services to private and government clients.

Our President, David L. Poling, has over 50 years of experience in the environmental consulting field.  Mr. Poling is an expert in environmental regulations.  In 1977 when the Federal Wetlands Regulations were first promulgated, he began assisting the New Jersey Department of Transportation in obtaining Section 404 permits for several Interstate and New Jersey Highways.  In 2009, Mr. Poling became a licensed Indoor Environmental Consultant (LEC) through the New Jersey Department of Health for Child Care Centers.  In 2012, he also became a Licensed Site Remediation Professional (LSRP), subsequently becoming the LSRP of record  for such projects as 1) Trend Motors, Rockaway, New Jersey (Groundwater Remediation-Methylene Chloride and Waste Oil), 2) Long Valley Garage, Washington Township, New Jersey (Groundwater and Soil Remediation-Hydraulic Fluid and Waste Oil), 3) Blewett Junk Yard/Robertsville Development Company, Howell, New Jersey (Soil, Groundwater and Ecological Remediation), 4) D&M Auto Repair, formerly an Exxon Service Station (Soil and Groundwater Contamination) and 5) hundreds of Child Care Centers.

PEA has handled thousands of land development projects and has proven success in obtaining development permits/approvals and resolving enforcement and violation actions. Though we have extensive training and experience in field studies, almost all of our projects require report and application preparation.  We are intimately knowledgeable of current and proposed regulations and application requirements and procedures.

We deal with the regulatory agencies almost daily, provide consultation to engineers, surveyors and attorneys and have presented workshops and training sessions to other professionals.

Child Care Centers

When new regulations were first enacted (2007), PEA began to assist new and existing child care centers in meeting environmental requirements to obtain or renew their State Licenses by 1) conducting Preliminary Assessments, Site and Remediation Investigations, Remediation and Indoor Environmental Health Assessments, and 2) issuing Response Action Outcomes (RAO’s) and securing Safe Building Interior Certification.


Wetland Consulting

Since the mid 1970’s, members of PEA’s staff has successfully assisted clients through the maze of Federal and State Freshwater and Tidal Wetlands Regulations. This includes 1) delineating wetlands, 2) designing regulatory compliant site plans, 3) securing development permits and waivers and 4) resolving enforcement actions.

Real Estate Development

Over the last 50 years, the staff of PEA has assisted landowners, investors, prospective purchasers, operators and project designers through the regulatory maze to solve environmental problems associated with undeveloped or developed tracts of land. This has included 1) securing development permits, waivers and other approvals, 2) overcoming development restrictions 3) handling contamination and 4) resolving enforcement actions.

Regulatory Compliance

PEA’s staff is intimately familiar with State and Federal Laws and Regulations. Their services have included consulting to landowners, developers, investors and attorneys by providing expert testimony, training other environmental professionals, obtaining environmental permits and approvals, resolving enforcement actions and complying with regulations. PEA is often hired to specifically conduct regulatory reviews or evaluations for properties, projects, operations or investment strategies, sometimes as a second opinion.
